All information regarding the recognition of foreign academic qualifications in Italy is provided by the Information Centre on Mobility and Academic Equivalence (CIMEA). The establishment of this Centre corresponds to Italy’s commitments under the Lisbon Recognition Convention, concerning the recognition of qualifications in higher education across the European region.
Depending on the level of the qualification and the purpose of recognition (e.g., continuation of studies, access to public competitions, obtaining the corresponding Italian degree, exercising regulated professions, etc.), different procedures and competent authorities apply. The Ministry of Foreign Affairs and International Cooperation is not responsible for recognizing foreign qualifications. However, Italian diplomatic-consular representations abroad (Embassies or Consulates) may issue a Declaration of Value (Dichiarazione di Valore) locally for a qualification or professional license obtained abroad within their jurisdiction.
The Declaration of Value is not a form of official recognition of the qualification. It is an informative document that educational institutions and Italian authorities responsible for recognition may use to evaluate foreign qualifications for the purposes of continuing studies, exercising regulated professions, and other related objectives.
The information included in the Declaration of Value concerns: the nature and level of the institution that issued the foreign qualification; the legal duration of the study program; the admission requirements for the program; any grade obtained, with reference to the applicable grading system; the value of the qualification in the country of origin for further studies and, where applicable, for professional practice; any other information deemed useful for its evaluation in Italy.
