Public notice for sponsorship proposal for the cultural promotion programme ‘Tusherekee Italia 2023’ of the Embassy of Italy in Dar Es Salaam

HAVING REGARD TO Art. 29 of Presidential Decree no. 54 of 1 February 2010, which allows Diplomatic and Consular Representations to enter into patronage agreements with public or private entities, companies, associations, foundations, citizens and in general with any entity, Italian or foreign, that does not carry out activities in conflict with the public interest.
HAVING REGARD TO Art. 6 of Legislative Decree No. 192 of 2 November 2017 laying down general directives to regulate the procedures for the selection of the contractor and the performance of the contract to be carried out abroad.
CONSIDERING the possible interest on the part of Italian and foreign companies in supporting economic-commercial, cultural and scientific promotion initiatives in collaboration with this Embassy, with the possibility of promoting their image and sponsoring events of an institutional scope organized by this Embassy.
With this public notice, the Embassy of Italy in Dar Es Salaam offers interested parties the opportunity to sign sponsorship agreements for the realization of activities and events in relation to the cultural promotion programme ‘Tusherekee Italia 2023’ implemented by the Embassy of Italy in Dar Es Salaam.
1- Recipients of the offer and configuration of sponsorship proposals
The recipients of the announcement are public and private organisations, companies or other entities wishing to promote their image through collaboration with the Embassy of Italy in Dar Es Salaam, by participating in initiatives and activities.
Sponsorship requests of a financial nature (through payments) or of a technical nature (direct provision of services or supply of goods) may be submitted. It is possible to submit requests that include both modalities, financial and technical.
The Embassy of Italy allows various sponsors to fund initiatives.
2- Object of the sponsorship agreement
The purpose of the sponsorship is to collect resources for the total or partial financing of cultural promotion activities within the “Tusherekee Italia 2023” project implemented by the Embassy of Italy in Dar Es Salaam. These initiatives include:
• The Italian National Holiday (2 June 2023): organization of the national holiday by the Embassy and other related activities.
• Kalascima Group (7 or 8 June): performance by the Kalascima Group at Slipway by the Embassy.
• Kalascima Group (June 10): Performance of the Kalascima Group at Shambaland Zanzibar by the Embassy.
• “Il Perugino” exhibition: organization of an exhibition on Peurgino by the Embassy.
• “Tumia Akili” (7 July): launch of the game “Tumia Akili” in Swahili language by the Embassy.
• Manzoni per Bambini (June).
Interested parties should send in their sponsorship proposal by 15 May.
3- General Requirements of the Sponsor
The requirements for the sponsor are as follows:
• Absence of conflicts of interest between the public and private activities being sponsored;
• Absence of damage to the image of the Italian Embassy or its initiatives in the multilateral sphere;
• Absence of disputes with the Administration;
• Absence of harmful situations or situations limiting contractual capacity.
4- Identification of the sponsor’s obligations
By signing the sponsorship contract, the company agrees to assume all responsibilities, obligations and costs relating to the organization of events and the tasks involved in participating in promotional activities coordinated by the Embassy. It also undertakes to abide by the Embassy’s instructions regarding directives on the dissemination of the advertising message.
The sponsor shall be responsible for the payment of any taxes provided for by local or national regulations, resulting from the execution of the contract. In general, sponsors shall provide funding to the Embassy or services/goods.
In the case of a technical sponsor, the sponsor must have adequate insurance coverage.
5- Embassy’s obligations
The different initiatives sponsored will be publicized on the Embassy’s website, on the Embassy’s social profiles (Facebook, Twitter, Instagram, Telegram) and through other media in Tanzania.
The Embassy of Italy will guarantee the sponsor:
• The right to place its advertising (referring to its name, image, activities and products) on media (including digital) related to the event;
• Visibility as sponsor of the event on the institutional web page and/or other tangible and intangible media dedicated to the event;
• Mention in a press release
• The possibility for the sponsor to produce, at its own expense, communication materials that can be distributed to the public during sponsored events, previously reviewed and accepted by the Embassy
• The possibility to use the Embassy’s sponsorship status in its own communication campaigns within one year of the end of the event.
All communication materials that the sponsor wishes to disseminate are the responsibility and care of the sponsor and will only be disseminated after approval by the Embassy of Italy in Dar Es Salaam.
Other forms of modification of the sponsorship, compatible with the criteria established in this notice, may be agreed upon on a case-by-case basis.
6- Modalities for submitting proposals
Interested parties referred to in point 1- shall submit the following documents to the Embassy of Italy
A) A written offer signed by the legal representative, using the respective form in “Annex A”, indicating the initiative or event to be sponsored, the amount and/or the service or supply of goods offered. The offer must be accompanied by a photocopy of a valid identity document indicating the personal data of the applicant.

Documents should be sent in PDF format with a size not exceeding 2.5 MB.
7- Duration of the announcement and examination of proposals
This announcement will be valid until 15 May. Patronage proposals received within this time frame will also be evaluated in case some activities planned for 2023 are postponed to 2024 for reasons of force majeure.
Patronage offers received will be evaluated by officials of the Embassy of Italy in Dar Es Salaam.
On the basis of the offers received, the parties involved will be identified and contracts will be signed by the person in charge of the procedure (Head of Mission) and the legal representative of the sponsor.
The patronage offers will be evaluated by the Embassy according to the principles of legality, good conduct and transparency of administrative action, according to the principle of the most economically advantageous offer or the one considered most appropriate for the sponsored activity. In the case of technical sponsorships, the evaluation criteria will take into account the type of product/service offered, its feasibility and the original nature of the product/service proposed.
Sponsorship proposals are not binding on the sponsored body for the purposes of formalizing the contract. In particular, the Embassy of Italy reserves the right, at its discretion, not to accept proposals which, due to the nature of the sponsorship or the activity of the sponsor, are considered incompatible with the institutional role of the Embassy. The sponsoring body reserves the right to refuse any offer that is inconsistent with the objectives of the initiative.
Finally, initiatives prohibited by the Code of Conduct of the Ministry of Foreign Affairs and International Cooperation (Art.22 of Ministerial Decree no. 1600/1759 of 18 September 2014), available at www.esteri. it and of which we transcribe section 2: “Forms of publicity are prohibited that are harmful to the image of Italy and the Italian foreign affairs and cooperation administration; of a political, trade union, sectarian or religious nature; characterized by obscene, offensive, fanatical or racist messages, or whose content is in conflict with mandatory rules; likely to create a conflict of interest between the public activity of employees and their private sphere; contrary to reasons of general coexistence”.
